我国是世界上受各种灾害和突发事故影响最严重的少数国家之一,平均每年造成近13万人死亡,直接经济损失高达国家财政收入的1/4至1/6.而且,随着社会经济的发展和人类活动的增加,受灾害和事故的损失还在以更快的速度增长,进入二十一世纪经济损失已达到每年上千亿元的水平,也给人民生命财产带来了巨大损失,严重影响了我国的可持续发展.由于我国的应急救援体系还不够完善,救援的技术和装备与世界平均水平还有一些差距,致使有的救援不及时、不科学,花钱很多而实效不佳,并且带来一系列遗留问题,影响了社会稳定.政府不得不承担善后责任,不但面对遇险人和遇难家属的种种责难,还要承受国际压力.
